ALBO being sensible and pointing out that Age Care cant be penalised if its not their fault they cant have a nurse on duty. If in a small operation a nurse is sick it may not be possible to cover that nurse immediately.
The point in ALBO's announcement was that there are not enough nurses in the day to day operations of age care and some simply dont have nurses rostered 24/7 even if such staff were available. Naturally flexibility is needed when nursing staff are simply unavailable.
