rapid loss of heat moves up in a thermal column. it draws air from around it. whether that air is hot or cold is entirely situational, and can be either/or.
that is why weather has so many possibilities, even though it is ultimately driven by only two mechanisms: the sun and the rotation of the earth
on the whole, if the world was cooling, we would be seeing a prevalence of high air pressure systems.
