Have you got any basis at all to make this claim?
Have you performed a commissioning process and realise how long and complicated it can be? Earlier this year I had to deal with the mess in a production facility that rapid and immediate commissioning caused. They were rarely operating at 20% capacity because the head office insisted they ramp up production immediately without going through a proper commissioning process.
You don't just finish construction and turn on these plants like it is a consumer good. There is a commissioning process that takes time to work out the issues. Extra time provided by other constraints (eg power) can be well used to get everything running smootly.
