One interesting thing to keep in mind is that the application deadline coincided with a mail strike. People sending applications in by mail last week may miss out entirely because the mail wasn't delivered - to my knowledge there is no contingency for unforeseen delays in the conditions. Hence, allocation per successful application might be a bit higher than it otherwise might have been. And some people who thought they applied might have missed out entirely.
