After the fluid exits the vertical tube just above the tube 3 junction it will just spill out all over the place because tube 3 does not look like it has a gutter on top. I suspect some of the fluid would fall into cup 3 to fill first with lesser amounts falling into cups 2 and 4.
If sufficient volume of fluid was poured to exceed the capacity of the first hole and rises up to the exit above tube 7 then cup 4 will collect some extra liquid but my money is on cup 3 to fill first with a lot of spilt liquid all around.
Not a single drop of liquid can run through any of the tubes into the cups, they are all blocked off. Amused Observer is the only one to get it right above.
