Whilst GW is after Franking credits his WAM fund trades at a premium to NTA so the discount amplifies his NTA so I think it is a target. Plus he can access the losses.
The 31 December value was $1.12 less the 1c dividend that means as of 7 April it is down 18% vs the small companies index of 6%. There is definitely an underperformance.
I cannot answer the question - why?
