Without Chinese state owned enterprises's $$, Southdown simply will be mothballed for good. Shagang can't take all those pellets anyway, may as well flog them for a profit.
BTW, private/state owned is a fine line. A private company can easily act as a front for the state. All China wants (private or not) is to get their hands on the resource in case supply security becomes a political pawn.
Just as Gindalbie and Centrex wouldn't have happened without state owned steel mills bank rolling the projects.
The same reason why WPG (Hawk Nest) isn't now going to happen (because Defence/Firb play hard ball).
Who else will fork out a cool $1 Billion for Southdown ?
