Interesting article from the SMH

The recent EGM presentation from PAX (21/12/09) states on page 26 that cost per MWH = $51 ($83 post finance)

Does anyone knwo what value was assigned to RECs to arrive at this value?

I would assume the current $30 value of RECs is the gloom part of the cycle and the givernment will reverse it when they realise it is detrimental to their overall objective. But in gloom so they say.....
