Cannot get a clear view of the Naraha project from Sentinel .. too blurry.
But Google Map's satellilte view ( which only updates a few times every 2-3 years ? , dunno ) seems to have a 2022 view of the plant, courtesy of Maxar. I remember seeing that crane ( bottom left ) in one of the announcements before, so must be early 2022 :
