The cost does come down significantly if you can source older mill which needs refurbishment.
If you buy new the cost is very different. Let's not forget ,accommodation camp , road's , power ,water supply, telecommunication , bulldozers ,truck's workshop , gold refining plant etc . And as for the basic equipment well you can buy cheap or better quality, just like everything else in life.
