i think more the point...that this legislation makes FDA accountable(in court,,perhaps)that if a product seeking FDA approval ,has to be approved,if it's proven safe and effective.
for a product to be rejected by the FDA,for reasons that it's not 100%understood,...with this legislation...won't be good enough for denial/stalling of very clearly ...a beneficial product/therapy.
hopefully i understand this correctly.
