Short sellers are also traders. The two rely on each to have an impact on price. Just short selling is not enough. A short seller (one who borrowed shares) will follow an up and down share price wave. They can boost the share price higher, and then start to sell their personal holdings at elevated price. Hopefully they have enough shares to keep selling the price down while making profits. As the price gets lower, then their short bets may come in. A short seller needs personal shares to also be a trader. When price is low enough then they will buy and accumulate shares to sell at higher price, to start sell cycle again. System works best if groups of people work in unison with this up and down price cycle. No conspiracy. Shorts and traders work together.
