Picked up off Seek, newly created position.
Clearly SL wants more control over the drill and blasting rather than the contractor running there own show per se. In my experience an Owner side representative is more about keeping a contractor more honest for better utilisation, better blasting outcomes and therefore reducing costs ... blasting is a major cost in mining and good blasting techniques lower costs and leverages higher mining production rates.
