No, if you don't vote then your holding does not count in determining if the resolution passes.
So Ward it appears has around 20% of shares in his group, so if only 50% of share holders (by ownership) vote then they only need to get 10% of those others (5% of total shares) to hit 50% of those voting on the day and the resolution passes, or at least that is my understanding.
