Haven't had a chance to digest the fin., however from what I can gather the grant MIGHT be on hold for the environmental compliance, OR because the government is currently in caretaker mode.
If the grant had been budgeted prior, then it can't be far away. ( Like a % of other juniors that have already received the funding).
If a dilution is required, then hopefully the raising can be done whilst there is strength in the current SP, and perhaps with discounted, sophisticated, or institutional funding only.
Just my opinion only though, and has no evidenciary basis at all.
