Given the company had nearly $7 million cash at the end of last quarter (no immediate need for cash for business as usual purposes), my guess is the $25 million is likely to be to commence early capital works and/or purchase long lead items.
It also puts the company in a strong cash position to go to debt and equity markets. You don't want the scenario were you leave yourself open to be screwed over because you are short of cash and desperate for funding.
