The Market don't give you that free 20-25% arbitrage that easily, there is virtually no such thing in the market
to the novice eyes it is a no brainer but the market demand a 25% discount for a reason
in the age of ultra fast computer algorithms and thousands of hedge funds and traders always prowling they all decided
the deal has good probability that you lose money if you buy szl so they give it a big wacked discount
as simple as that there is no free lunch in the stock market, everything has risk attached and the higher the risk the higher the discount.
