A CEO buying more shares is very rarely anything but positive.
The share price went down along with every other resource/ metals/energy stock due to rising USD and all the jitters around geo economics/politics and nothing to do with any negative aspects of the company. At least that's my understanding.
You can tie yourself in knots trying to second guess intention.
