Grandfathering for 1 or 2 years at most. Eg allow 2/3 claim the first year, 1/3 the following year and none after that, if done over 3 years.
The other factor I left out of the negative gearing comment is that any/all losses are carried forward and applied against any capital gain when the asset is sold.
