The price needs to come up to form a high (L shoulder) then down and up again to form a higher high (head) then down and up again to form the R shoulder.
The image could be more uniform than is shown. i.e. similar distances between the head and the two shoulders but it is a H&S formation.
After breaking through the neckline, the price usually come back to it again before falling further.
