I have no problem if they are still going through the process of ticking off all compliance and regulatory requirements in a methodical and concise manner.
You are correct NAL doesnt need a BAPE so there is currently nothing stopping them form implementing the refurbishment of the plant and production from this site.
Thats the way I see it, happy to be corrected.
