I am not sure.
Both arguments make sense.
I hope every past or present holder is included and barriers to compensation are reduced.
But I doubt it.
Many will be left worse off - that's probably reality unfortunately.
I had a lucky escape as well in the past. I think I left with a small loss (WFE)
