If I recall correctly, there was an interview that Mark gave ages ago, where he spoke about the methodical approach they were taking to getting this project up and running. It seemed they were less concerned about funding and MOU / off takes etc, and more concerned about taking the necessary steps to ensure everything is in order leading up to the completion of the DFS. Essentially saying that if they can get to the point where they will have product available, then they shouldn't have any trouble finding customers, and if they can produce a viable business case and DFS, then funding shouldn't be an issue either.
They are getting all their ducks in line, and hopefully will be ticking off some major milestones over the next 12 months. Just be patient.
