No from what I can tell the Abbott recall was only a few special formulas like you stated, but either the subsequent plant shutdown or the mass hysteria and hoarding that followed has led to far wider shortages of all types.
The relaxation of import rules is 180 days, and there is still an FDA process to go through. They also seem to be mostly focused on importing from Europe. But hopefully the Abbott scandal is a wake up call to the whole industry in the US that something needs to change - and a longer term emphasis on opening up to global competitiveness and quality would see the cream (NZ dairy) rise to the top. Bit hard with the existing domestic monopoly in place though.
