The annual commitments seem to mostly be a spending requirement with no conditions on specifically what the funds are spent on.
With Leviathan not being drilled last year it meant that they forfeited the grant for that round however they still met their annual spending requirement for the year ended 2/3/2022 of $118k. The spending requirement remains at that same level this, the second year of the Leviathan permit.
From what I've observed the spending requirement stays at the same level for the first three years then is bumped up for the last two years, the increased amount is around 50% higher.

The drilling period for the next round, Round 26, starts from 1/12/2022 to 30/11/2023, so is within the expenditure window for Leviathan for the current year commitments.
