Yes the lower house puts the bills up and into the senate, however then to become law it needs to be approved by said senate.

If you have a look at the numbers in the senate then you will see that the LNP has more people sitting that hard labour.

Hard labour will then need to go cap in hand to the greens or other minority parties to do a deal to get the legislation passed.
