Old management were running an oil & gas company not a 'pray and hope' company. To assume all trading in May/June is tax-loss selling is naive. Especially large, top 20 holdings. Most sophisticated investors will manage tax-loss selling off-market. When it is on-market, they don't transact large numbers but rather in a way to not spook the market.
Looks like it's more of a statement to management in my opinion.
