    As in, rights issue raised $15+ but if you look at the breakdown of the announcement about $7m of that came from the shortfall raise. ie the rights weren't fully taken up by existing shareholders, so other investors had to come in to fill the shortfall.

    Looks like the shortfall funds were just flippers imo and that will need time to wash out
