With all due respect, I know most insurance companies won't cover flood events. In my personal experience (I lost everything in the Black Summer Bushfires), despite being very well insured, due to the extent of the damage caused by the heat of the fire (even things like my underground power and plumbing gone every building on the property a write-off), I ended up being under-insured. If just my house burned down, I would have had enough cover.
With respect to accommodation, from what I understand, there's a lack of available accommodation in the area. The same thing happened here on the South Coast. So even if they have insurance, it doesn't mean they can find accommodation.
I also lost my car in the fire. I couldn't hire another car despite having insurance. There simply were not any available within a 2 hour drive radius.
