You're correct in saying that it opens up the *possibility* of a larger resource - but I think management are right to avoid ramping the possibilities and stick to announcing facts, otherwise they run the risk of losing credibility.
Personally, I'd rather see slow and steady SP growth based on proven resources rather than a spike after each announcement driven by management speculation.
