I am no geotech but from a neophites view point the on grade footings of the silos (the round footings/slabs in the photos) seem to have been way over engineered with that depth of cement going in, either that or they are wanting no subsidance when the tanks go in so are preloading the soil with extra cement.
Or maybe its a missile launch pad as its near Cuba (now are there any Russian investers:) )
