Seems like a prudent decision not to do it considering the trauma the people of South Africa have been put through with the constant outages.
Can you imagine paying 7+M for power that is intermittently on? How would you feel approving that and trying to sell it to shareholders?
As an aside, we are working towards the same result here in an indirect way.
