IT means just what it says - all these wells are for exploration, NOT production. All are intended to be plugged and abandoned irrespective of the evaluation outcomes. The words 'plug and abandon' seem to freak some holders, but these wells have never been anything other than exploration wells. If the results indicate production possibilities then they start thinking about production wells. They're completely separate beasts.
I'm only repeating what others here have said already, and am only a few months more informed that you.
