Well a problem faced by governments in the past is that there simply wasn't enough Relenza production to buy. GSK had some, but certainly not enough for massive orders. Even during the recent pandemic governments simply couldn't buy more as all 2009 production "sold out" early on.
Going forward I would suspect that governments build the stockpile steadily over time, so it fits in better with steady state production levels... it makes no sense building capacity in one year only to have it dormant for the next 5 years.
