A non wholly owned subsidiary should probably fund it's ventures with a capital raise and subsequent dilution of shares in the subsidiary, you're right. I suspect that the interest from remaining holders won't extend to putting more money into the business but if they do the results will either be;
A debt free expansion of works of which EMR own the majority of returns or
A company that EMR holds the entirety of after committing the funds for the expansion works under the framework of a diluting capital raise of 8x to 10x
