Lead and Zinc Mine Brskovo' has been operating from 1976 to 1991. The UNDP intervention in the municipality, as was in principle agreed on the regional level, will include the technical, remediation works in the area of the Tailing Mine Impoundment (TMI) of the Brskovo' mine and capacity building for the local and national stakeholders in the area of the effective environmental management.
The TMI has been formed in the area between right river bank of Tara and western side of urban zones of Mojkovac. The TMI occupies an area of 19 ha and approximately 2 million m3 of disposed tailing impounded materials. It has been designed and constructed through three stages: the first one up to the peak elevation of 801 ASL1, the second up to 805 ASL, and the third and final stage, up to 807, 5 ASL. Its construction followed a principle of a complete isolation from the water current, i.e. Tara River. Along with the TMI's brim towards River Tara and Juskovica Stream, an embankment dam was built by the gravel from the riverbed. The dam is 1130 m long, with an average height of 12, 5 m. A concrete covering was placed on the outer slope of the dam towards River Tara, to retain high waters of the river. The dam slope and bottom of the TMI was constructed in a manner that should prevent migration of impounded masses into the underground and Tara River. Internal surface of TMI was covered with plastic foil in order to prevent migration of impounded masses into the underground and Tara River. From the beginning to the end of the technological processes in the mine, all of flotation tailings have been impounded into this area. According to data on total production in "Brskovo" mine, approximately 2.000.000 t of tailings is produced.
Considering state of TMI and risk of eventual breakdown of dam stability, that could cause taking off the impounded material from TMI into Tara River, leaching of muddy and liquid component of the impounded material through bottom and lateral sides of Tailing Mine Impoundment and disposing the latter in Tara River, discharge into TI and accumulation of non treated waste waters of Mojkovac, and direct or indirect runoff into Tara River, accumulation in Tailing Mine Impoundment of surface waters from the urban area of Mojkovac and from the road Kolasin-Mojkovac-Bijelo Polje and leaching of the latter through deposited material with a possibility of final discharge into Tara River, deposing of municipal solid waste at Tailing Mine Impoundment, air pollution caused by filth arising from the upper area of Tailing Mine Impoundment), the Ministry of Environmental Protection and Physical Planning of the Republic of Montenegro in 2003 requested development of a Technical Design Project for tailings impoundment remediation and recultivation. During open tendering procedure Faculty of Civil Engineering, Podgorica was selected and contracted to prepare Technical Design Project named "Remediation and recultivation of the Mojkovac lead and zinc TMI" Dynamics of works is influenced and determined by weather conditions in Mojkovac municipality, technology used in clean up processes and obligation to preserve prescribed level of water quality of Tara River. This is main reason way the works on remediation and recultivation of the Mojkovac lead and zinc TMI planed by Technical Design Project are planed to take place in a period of time of minimum four and up to five years and by Technical Design Project it is estimated that amount needed for remediation and recultivation of the Mojkovac lead and zinc TMI is approximately USD 10,932,944.
In order to secure implementation of the cleaning-up activities, this project will use already prepared and verified Technical Design Project named Remediation and recultivation of the Mojkovac lead and zinc tailings mine impoundment. This project was prepared by faculty of Civil Engineering and associated institutions in 2004. Its implementation is divided in 2 phases:
Phase I
1.
Additional research works in order to provide more precise data on mud volume and its suitability for stabilization.
2.
Commissioning of the existing control manhole and drainpipe, construction of a new section of a drain canal to Tara River
3.
Facilities for tailings impoundment protection from external storm waters (storm waters collector and other facilities)
5.
Reconstruction and completing of the sewerage system for wastewater in the area of Tailings Impoundment
6.
Construction of wastewaters treatment plant of Mojkovac
Phase II
1.
Removal of surface water from Tailings Impoundment
2.
Stabilization of the tailings material, the equipment procurement
3.
Tailings Impoundment backfill
4.
Drainage layer construction (excavation, transport and filling of material)
5.
Top layer construction (excavation, transport and filling of material)
6.
Storm waters sewerage from the reclaimed TI surface and waters from drainage layer
