From the timeline - they will be commissioning P680 when the POSCO JV conversion facility is being commissioned. Not a coincidence.
Costs are much higher than I thought they would be for P680, compared to this announcement a couple years ago:

However it seems a portion of the costs for P680 will actually assist the P1000 project. Therefore the P1000 project might almost be a foregone conclusion (ie. the announcement in December of P1000 is simply a formality).
