The ACMA represents Australia in relation to the international satellite coordination processes of the International Telecommunication Union (ITU).
The ITU provides a significant body of public information on satellite networks.

Unfortunately, the process of satellite coordination is quite complex.

The ACMA website contains information on the satellite coordination process and satellite licensing requirements - http://www.acma.gov.au/WEB/STANDARD/pc=PC_300241 .
Prior to operating a satellite system in Australia, the satellite must have a) achieved international frequency coordination (while this may be through Australia, it does not need to be), and b) the satellite must be appropriately licensed by the ACMA.
On our site there is a list of satellite operators who have filed through Australia unfortunately this list is incomplete (as some information is confidential). The ACMA cannot comment on relationships with commercial entities (nor will it comment on the accuracy of content on a companys web site).
It is worth noting that harmful interference between satellite networks (the avoidance of which is the reason for these complex processes) is dependent on both frequency and the location of the satellite in the geostationary arc.
The result of this is that satellite networks filed by the ACMA are unlikely to prevent other satellite operators from being able to operate in Australia (there may, however, be certain technical constraints).
If another company can complete the necessary international frequency coordination requirements and obtain the relevant radiocommunications (and telecommunications) licences from the ACMA, then they would be able to provide services to Australia.
