Well it becomes a bit stupid to reduce a country to ash if you want the resources, infrastructure, etc to exploit it to its fullest extent.
I dont think that there should be any doubt that Russia's conventional explosive capability could reduce Ukraine to ash if they wanted.
They dont because it would be utterly pointless for their stated objectives.
