"I wouldn't say we're hedging our bets ... wrt to NC frankly things are going great, we applied for our mine permit last August ... we think we'll get our mine permit later this year ... its a big project, it'll be the only project in the world where you'll have the mine, concentrate plant and chemical plant on 1 site ... so permitting is more complex ..."
