Don’t forget the design is only 10% complete as per latest comms about it, sanctions lifting doesn’t finish the remaining 90% in and of itself and not sure there is too much gear currently sitting on the docks just waiting to get to Goulamina……..
Sanctions lifting and if democratic elections track the same it should be positive, but imho sanctions lifting just a tiny step in the right direction.
