A normal Comsec order would execute as their typical orders are "All markets" although through their IRESS platforms it is possible to get access to other order types like ASX only or chi-x only or centre point orders.
It's more likely a broker that doesn't deal on both exchanges, it seems unbelievable that any brokers are permitted to operate only on the ASX but there are a few that do. It's up to the individual to ensure they are using a broker that executes orders on both exchanges
