No mention of FCAS or short duration in the article, there is mention of reactive power support.
In the Transgrid document mentioned;

There is this statement in relation to FCAS on page 56
"The options that involve BESS components are not expected to be able to sell services into the FCAS market (given they will be resolving the voltage issues)."
So far I have not found any requirement that reactive power can only be supplied by Li-ion chemistries. But I have only had a look for that over a few minutes, happy to be corrected
