I don't know if they did or not . If you consider Donbas as part of Russia , I don't but Putin does , he's killed 10's of thousands of civillians .
Sometimes I hear , another convenient arguement , it's because Ukranian soldiers (must be , lets assume) are hiding htere !. No way any of us can know for sure so I won't pretend to . He's recently been boombing Kyiv and Odessa which are nowhere near the front line, no soldiers there - thats simply terror tactics !
