Because the government giveth, the government taketh away.
How many companies fight the government and win? It is in the interests of companies to have the government in their pockets so they can get the outcomes they desire. Of course there are the lobby groups that have massive sway, and I won't go so far as to say corruption, but there is a level of insulation.
