My guess is that because they are drilling in highly fractured rock that there is structural instability in the hole, and it may have collapsed with the rods in the ground or when rods were pulled, therefore blocking it up. They might have thought that redrilling it would not be worth the additional time/money when there's a big program still ahead.
Mind you, all of that ^ is speculation...
