Your opinion is exactly that , for me this is potentially a 3b+ project which is of huge national/international importance it's obvious the Korean are very thorough with details and so should NRZ so if it takes a little longer to cross the t's and dot the i's then so be it , it's not some pissy little project to something bigger.
