Its not just about supply security of the raw materials. That's one part of the equation. Where ROW falls behind significantly is the down stream manufacturing facilities that produce metals and magnets.
ROW has taken big steps to diversify supply of raw material, now it needs to take that a step further and provide the down stream manufacturing facilities. And it needs to be competitive with China. That's the hard part.
