Malcolm is in his sixties and is not looking too healthy. If you watch some recent videos of him his body is extremely skinny and frail with his head ballooning out so it looks out of proportion with is body.
I believe he may be sick with cancer or some other ailment that is causing him to act out of character with the destruction of dlc for his own gain. Kind of like Putin losing the plot and going full retard with his invasion of Ukraine. There's plenty of youtube videos showing Putin's failing health including his state of mind and it's a well known fact he needs to get regular treatment for cancer too.
