If Australia has any similarity with Canada - nearly all our major miners contract earth works out and own very little heavy equipment themselves. Companies like Cat Rental Equipment have become very popular also. Certainly alleviates some of the headaches with owning equipment and employing operators on a permanent basis - and with a downturn in the economy I would imagine plenty of contractors would be keen to tender on any project with an extended lifespan.
